Here is something more sophisticated for this task:
<Location ~ "/[^ ](?=\.inc(\?[^ ]*)?)/">
Options None
Order Allow, Deny
Deny from All
AllowOverride None
Satisfy All
</Location>
Also, consider placing in your httpd.conf
